01What Does Commissioning Include?

Commissioning covers a comprehensive range of tests and verifications:

  • Relay Testing — Functional testing of protection relays (overcurrent, earth fault, differential, distance) to verify trip characteristics match design settings.
  • Cable Testing — Megger testing, hi-pot testing, and continuity verification of control and power cables to confirm insulation integrity.
  • CT/VT Testing — Ratio, polarity, excitation, and burden testing of current and voltage transformers to ensure accurate measurement and protection.
  • Loop Checks — End-to-end verification of control loops from field instrument through I/O cards to DCS/HMI indication and response.
  • Proof Testing — Functional testing of Safety Instrumented Functions (SIFs) to verify the complete SIS chain from sensor to final element.

1. Pre-Commissioning Checks

Verify installation completeness, mechanical alignment, electrical connections, and power supply before energising any equipment.

2. Individual Equipment Testing

Test each device independently — relay injection, CT/VT ratio checks, instrument calibration, and insulation resistance measurements.

3. Integrated System Testing

Test complete control and protection loops including field devices, cabling, panels, DCS/HMI, and final elements — simulating real operating conditions.

4. Documentation & Handover

Complete commissioning registers, test reports, as-built settings, and punch list close-out for operational handover.

04Scope of Commissioning
